Photoshop cs2/ Imageready. My animation includes every layer throughout it.?

I have this animation that I'm trying to export correctly. Whenever I export it as gif of html, each frame includes any frames that appeared before it. The animation in photoshop looks fine, but when I view it in internet explorer or google chrome, it looks like a cluttered mess. I think the problem is with the settings, but I haven't found anything yet.
